Article 1
These measures are promulgated according to Item 3 of Article 58
in the Handicapped Protection Law.
Regarding the infrastructure of the employment service institutions for the
handicapped, it shall Comply with this regulation, those not stated herein,
shall comply with other related regulations.
Article 2
The service contents of the employment service institutions for
the handicapped, shall provide
human resources, boarding servicies, according to the service
characteristics.
Article 3
The employment service institutions for the handicapped shall be
established in a place where transportation is convenient, the insfrastructure
shall abide by the following:
1.The rooms and equipment and obstacle-free environment shall take into
consideration the special needs required by the handicapped.
2.Materials for the equipment, corners, staircases, balconies, doors, windows
and elevators shall abide by safety requirements.
3.Lighting, ventilation of the building shall take the cleanliness and
hygiene into much consideration.
Article 4
The professionals required to serve at the employment service
institutions for the handicapped shall meet the relevant requirements stated
in the measures for recruitment and training of the handicapped, according
to the job content and qualifications.
Article 5
Besides human resources services, the employment service
institutions for the handicapped, which serve 40 persons in a monthly average,
shall add one more person as case manager, those which serve less than 40
persons, will be calculated as 40.
Those who provide emploment assistance evaluation, when serving a monthly 7
persons, shall recruit one professional employment assistance evaluator; every
7 persons per 1 assistance evaluator, less than 7 shall be calculated as 7.
Those who provide employment matchmaking services, when serving a monthly 30
persons, shall recruit one employment service staff; every 30 persons per 1
service staff, less than 30 shall be calculated as 30 persons. Those who
seek employment through the Internet, are not calculated.
Those who provide supportive employment services, when serving a monthly 6
persons in average, shall recruit one employment service staff; every 6 more
persons a nother one, those serving less than 6 persons is calculated as 6
persons.
Article 6
The employment service institutions for the handicapped shall
recruit professionals, according to the service items, service range and the
proportion of the service staff aforementioned.

The aforementioned employment service staff can be completed within three
years of establishment.
Those employment service institutions for the handicapped who provide boarding
services, shall install a dormitory administrator.
Article 7
The employment service institutions for the handicapped shall plan
service rooms according to the service quantity, the indoor floor area shall
plan no less than five square meters per person, also a special counselling
room shall be planned.
The aforementioned institutions, if employment assistance evaluation is also
provided, shall set up a room specially for the employment assistance
evaluation.
The institutions stated in the item 1, if the institutions provide boarding
services, they shall set up bedrooms, bathrooms separately, and each service
beneficiary shall enjoy at least 16.5 square meters of room area.
Article 8
These measures shall take effect on the day of promulgation.
