Article 1
These measures are promulgated according to Item 3 of Article 6 in<br />the Handicapped Protection Law (herein as the Law).
Article 2
These measures are applicable to the employment service<br />professionals (herein as the Professionals) for the handicapped stated in Item<br />2 of Article 6 and Item 2 of Article 58 in this Law.
Article 3
The professionals are as the following:<br />1. Employment service supervisor<br />2. Case administrator<br />3. Employment assistance evaluator<br />4. Employment service staff<br />5. Assistance service staff
Article 4
Except employment service supervisors, all the Professionals shall<br />possess one of the following qualifications so to be recruited:<br />1. Passing the tests for social worker, professional therapist and obtaining <br />the certificates, or those who possess special education credentials with <br />the proper certificates.<br />2. Those who graduated from colleges and universities with a degree in <br />social work, professional therapy, special education, psychological <br />counselling, rehabilitation and other relevant degrees.<br />3. Those who graduated from colleges and universities without a degree in <br />social work, professional therapy, special education, psychological <br />counselling, rehabilitation and other relevant degrees, but have worked in the<br />welfare for the handicapped for one year, with outstanding work performance, <br />and have completed eighteen hours of professional training, or those who <br />have completed one hundred and sixty hours of professional training.<br />4. Those who graduated from high school or vocational schools, have worked <br />in the welfare for the handicapped for two years, also have completed two <br />hundred and forty hours of employment service professional training course; or<br />those who graduated from high schools or vocational schools, who have <br />completed four hundred hours of the employment service professional <br />training. <br />Those who have not completed the number of hours required for the training <br />stated in Item 3 or Item 4, shall be recruited as the employment service <br />assistants for the handicapped, under the supervision of the professionals <br />to help in the employment service for the handicapped.<br />The professionals who work in the employment assistance evaluation, shall <br />receive and complete one hundred and sixty hours of professional training <br />for the employment assistance evaluation; when working on employment service <br />assistance, they shall receive and complete one hundred and sixty hours of <br />professional training of assistance tools. The aforementioned training hours <br />can replace the training hours stated in Item 3 and Item 4 of Article 1.<br />The central, city, county (city) labor competent authorities shall take the <br />professionals’ education, work experience, training background and <br />professional categories, so to assign the proper basic training courses.
Article 5
For those who possess one of the following qualifications, can be<br />recruited for the position of employment service supervisor: <br />1. Those who possess the degrees stated in Item 1 or Item 2 in Article 1, <br />and have worked in the related field for over three years (inclusive), in <br />which one year working in the employment service for the handicapped.<br />2. Those who possess the college or university degree stated in Item 2 of <br />the Article 1, or the qualifications stated in the item 3 and have completed <br />the required continuing education professional courses, have worked in the <br />employment service for the handicapped for over three years, or have worked in<br />the related field for over five years.<br />3. Those who possess qualifications stated in item 4 of Article 1, have <br />completed the required continuing education professional courses, and have <br />worked in the employment service for the handicapped for over six years.
Article 6
The professionals can be formed in the continuing education<br />professional courses provided by the colleges and universities with the <br />requests from the competent labor authorities at all levels.
Article 7
The professional training stated in Item 4 is classified into<br />basic training and advanced training, shall be planned in stages according <br />to the different characteristics, required professional knowledge for taking <br />care of the handicapped, and the professional development of the employment <br />service professionals.<br />The professional training stated in the previous items shall be carried out <br />when needed by the request of the central, city, county (city) competent labor<br />authorities to the related departments in the colleges and universities, <br />academic institutions and professional groups, institutions of the <br />employment service for the handicapped or other professional institutions; the<br />private groups who organize the aforementioned professional training shall <br />report their class contents to the local competent labor authorities for <br />approval before giving the classes.<br />Those who pass the aforementioned professional training, the training <br />institution in charge shall issue a completion certificate, which shall <br />state the training classes and the hours.
Article 8
The basic training classes stated in the Item 1 are as the<br />following: <br />1. General classes: including the related regulations, labor laws, <br />professional ethic and work principles of the employment service for the <br />handicapped.<br />2. Professional classes: including professional classes of the handicapped, <br />professional classes on social work, professional classes for counselling <br />and assistance and professional classes of community employment service for <br />the handicapped, counselling techniques, training on empathy, etc.
Article 9
The training classes required in Item 1 of Article 4 are as the<br />following:<br />1. Joint classes: including study of volunteer service work and case <br />management, among other classes.<br />2. Professional development classes: including employment assistance <br />evaluation, job redesign, employment assistance tools, employment growth <br />group, employment adaptation counselling and supervision training, among <br />others.
Article 10
The training expenses for the professionals shall be listed under<br />the budget stipulated separated by the Central, city, county (city) <br />competent authorities.
Article 11
These measures shall take effect on the day of promulgation.
