The Council hereby interprets the approval for special cases set forth in Subparagraph 5, Article 36 of “Qualifications and Criteria Standards for Foreigners undertaking the Jobs Specified under Article 46.1.1 to 46.1.6 of the Employment Service Act.” Employers who are the business entities within the Free Economic Pilot Zones (FEPZ) shall exempt from the turnover requirement. This interpretation shall take effect as of the promulgation date.
