According to Article 7 Section 3 of the Regulations on the Permission and Administration of the Employment of Foreign Workers, foreigners looking to work in Taiwan under the Employment Service Act Article 46 Paragraph 1 Subparagraphs 1 to 6 must have their identification documents be authenticated by overseas Taiwanese embassies if they were created in any of the following countries: Afghanistan, Algeria, Bangladesh, Bhutan, Mynamar, Cambodia, Cameroon, Cuba, Ghana, Iran, Iraq, Laos, Nepal, Niger, Nigeria, Pakistan, Senegal, Somalia, Sri Lanka, Syria, Philippines, Thailand, Vietnam, Malaysia, Indonesia. However, effective immediately are the following exceptions:
1. Foreigners who are part of multinational corporations and have been sent to work at a branch office or subsidiary in Taiwan do not need to have their documentary proof of work experience (provided by the head office or branch) be authenticated.
2. Foreigners hired under the Qualifications and Criteria Standards for foreigners undertaking the jobs specified under Article 46.1.1 to 46.1.6 of the Employment Service Act (hereinafter “this Act”) Article 4 Paragraph 1 Subparagraph 11 - Academic research, whose academic qualifications are from a foreign university or independent college recognized by the central competent authority, do not need to have their academic qualification and work experience documents authenticated.
3. Foreign exchange students, overseas students, or other ethnic Chinese students who have graduated from a public or accredited private college or university in Taiwan looking to undertake specialized or technical work, the employer do not need to have their documents authenticated in accordance with Article 5-1 of this Act.
The order posted on July 21, 2015 (Lao-Dong-Fa-Guan-Zi No. 1040508120) by the Ministry of Labor shall cease to apply immediately.
