Article 1
These measures are promulgated according to item 3 of Article 58
in the Handicapped Protection Law.
Article 2
The competent authorities refered in this measure are the labor
administration competent authorities of all levels.
Article 3
Those vocational training institutions for the handicapped
properly established according to the Measures for the establishment and
management of the vocational training institutions, whose establishment
standards and allowances are implemented according to this Rule.
Article 4
The establishment of the vocational training institutions for the
handicapped shall abide by the following principles:
1. The space, infrastructure and transportation conditions shall take the
special needs required by the handicapped into consideration.
2. The equipment materials, corners, stairways, balconies, doors, windows
and elevators shall meet designated safety requirements.
3. The lighting, ventilation and other equipment in the building shall take
cleanliness and hygiene into consideration.
4. As to be in-step with the socio-economic and technological progress, all
equipment shall be updated and added, so as to upgrade the quality of service.
Article 5
The vocational training institution for the handicapped are
divided into three levels:
1. The total floor area exceeding five hundred square meters and up shall be
designated as Level 1.
2. The total floor area exceeding three hundred square meters, but not
reaching five hundred square meters shall be designated as Level 2.
3. The total floor area not exceeding three hundred square meters shall be
designated as Level 3.
Article 6
The vocational training institutions for the handicapped shall
recruit the following staff:
1. Person in charge
2. Administrators
3. Case managers
4. Vocational training instructors or vocational trainers
5. Employment counselors or other professionals.
6. Those which provide boarding services, shall recruit a dormitory
administrator.
The aforementioned Person in charge is the responsible one for all issues. The
Level 1 vocational training institutions for the handicapped may recruit an
assistant for the person in charge, when deemed necessary.
Article 7
The vocational training institutions for the handicapped shall
recruit professionals according to the following proportion:

Employment counselors or other professionals Multiple handicaps, medium
level and up retard, medium level and up autistic 1 to 10
Hearing and speech handicaps, spinal injuries, low level retard, low level
autistic, low level mentally challenged, visually challenged, incapability
of main organs, facial injuries, physically challenged. 1 to 12
Case managers All categories 1 to 70
Among all the aforementioned professional categories, at least one of the
professionals shall be the person responsible.
Article 8
The vocational training institutions for the handicapped, shall plan
their service space according to the amount of services provided; the indoor
floor area shall be no less than 6.6 square meters per person in average.
Article 9
The vocational training institutions for the handicapped shall
implement the following buildings:
1. Training areas, whose area shall not be less than 40% of the total floor
area.
2. Multi-purpose activity room.
3. Offices.
4. Restaurants.
5. Bathrooms.
6. All other spaces necessary and related to the services.
Those which provide boarding services shall implement the following spaces:
1. Living room.
2. Bedroom.
3. Kitchen.
4. Bathroom.
Article 10
The vocational training institutions for the handicapped planned or
in planning, which meet the following criteria, the competent authorities
shall grant allowances:
1. Those related to financial legal person or social legal person with
outstanding service performance.
2. Those whose service plan presented meets the actual needs.
The aforementioned allowances are given in the range of all the hardware
equipment required for the vocational training.
Article 11
Resources of the fund for this rule originate from the following:
1. Payable from the employment fund for the physically and mentally
challenged.
2. Payable from the employment fund for the visually challenged.
3. Payable from the budget prescribed by the local government.
4. Payable from the budget prescribed by the central labor competent
authorities.
5. Others.
Article 12
These measures shall take effect on the day of promulgation.
