1. At least twenty (20) years old, including mainland spouses who have long-term resident certificates, dependent resident certificates and foreigners who have legal alien resident certificates.

2. In addition, one of following requirements shall be satisfied:
(1) Obtain one of following certificates:
a. Qualification for childcare related training hold by units approved by competent authorities of social affairs in different levels at least eighty (80) hours and certificate of completion is acquired prior to 2004.
b. Acquire class A, B or C training certificate in accordance with "Training Program for Professional Staffs of Child Welfare" prior to 2004.
c. Complete qualifications and training courses of professional staffs of child and juvenile welfare institutes regarding professional training for nanny, staff caregiver or child care workers and possess certificates issued by competent authorities in years beyond 2005.
d. Possess certificate of completion regarding nursery related training or advance classes approved or referred to educational competent authorities. The credits for related training or advance classes shall be at least 20 or at least 360 hours. Among them, the professional training for childcare providers shall be at least 7 credits or 126 hours.
(2) Graduate from highest of infant and child care, home economics and nursing related courses in high schools or infant and child care, home economics and nursing related section, department, school in colleges or possess diploma of minor study.
Preceding courses, section, department and school set forth in paragraph 2 are as follows:
(1) Education: education, educational psychology and counseling, national education, preliminary education, educational psychology and counseling, counseling, social education, special education and counseling, life and death education and counseling, family education and counseling, human development (and family), home economics education, special (child) education, family education; infant education, child development and family education, infant and family education, early childhood education; gender (study, education)
(2) Sociology and behavior science: applied social science, (applied) psychology, counseling and education (psychology), psychology (and) counseling, psychological (guidance) and counseling, clinical (and counseling) psychology, social psychology, (clinical) behavior science, counseling (and) (applied) psychology, psychological rehabilitation, guidance (and) counseling, counseling and guidance; criminal prevention and criminology.
(3) Medical health: public health, food nutrition (science), food nutrition and health care biotechnology, food and health care nutrition, health care nutrition (biotechnology), nutrition and health care, nutrition and health care technology, nutrition (science), medical nutrition, nutrition medicine, food sanitation, nutrition, nursing, clinical care, community care, combination of Chinese and western (medicine) care, nursing and midwifery, midwifery (special), united training for nursing and midwifery, early medical care (and nursing), health care (science), medical health care management, medical nursing management, nursing management, nursing technology, health care (management), clinical and community care.
(4) Social service: rehabilitation and counseling; (baby infant care (technology), child development, child and family (study, service), family research and child development, (juvenile) child welfare, child welfare, infant care, child care such departments; (social policy and ) social work, social administration and social work, medical sociology and social work, social welfare, social welfare and service management, social work, social work and welfare administration, social science.
(5) People's livelihood: home economics, living application and care, living (applied) science, agricultural home economics, (rural and fishing village) home affairs, comprehensive home economics.
