  Chapter 1 General principles

Article 1
These Regulations are formulated for holding the skills competition in order to encourage the citizens to learn skills and improve the country's level of skill.
Article 2
The skills competition referred to herein includes the following:
1.National Skills Competition.
2.National Skills Competition for Physically Challenged.
3.Competition for Selecting Participants of National Team.
4.Other skills competitions approved by the central competent authority.
Article 3
The National Skills Competition, National Skills Competition for the Physically Challenged and Competition for Selecting Participants of National Team shall be held by the central competent authority.
Article 4
Skills Competitions approved by the central competent authority shall be held by the following units:
1.Municipals or governmental agencies above provincial level.
2.High schools or above.
3.Federations of Trade Association, Federations of Trade Unions, Industrial Associations and Chambers of Commerce above provincial and city level, as well as other Juristic Persons.

  Chapter 2 Implementation of the skills competition

Article 5
The central competent authority shall select the skills categories of skills competitions according to the principles as follows:
1.Skills categories that have been held in the International Skills Competitions.
2.Skills categories required by national economic construction.
3.Skills categories beneficial to the improvement of the living standard of the people.
4.Skills categories with Chinese traditional culture.
5.Skills categories for which the skills certification has been carried out.
Article 6
The range of skills for the skills categories of the competitions shall be defined by the central competent authority.
Article 7
The frequency of the skills competitions is as follows:
1.The National Skills Competition shall be held once a year.
2.The National Skills Competition for the Physically Challenged shall be held every two years.
3.The Competition for Selecting Participants of National Team for the WorldSkills Competition shall be combined in the National Skills Competition; The Competition for Selecting Participants of National Team for the Vocational Skills Competition of the International Abilympics shall be combined with the National Skills Competition for the Physically Challenged.
If the National Skills Competition or the National Skills Competition for the Physically Challenged is to be halted for some reasons, the central competent authority shall give declaration within the 3 months at the beginning of the year.
Article 8
If the Participants enrolled for any skills category of the skills competition are 3 or in 3 teams, this skills category shall be changed into demonstration skills category; if the participants enrolled for any skills category of the skills competition are 2 or in 2 teams or below, this skills category shall be paused.
Article 9
All kinds of skills competition shall adopt tools, gauges and related devices etc. stipulated by the test for assembly, inspection or manufacturing into finished products or provision of services.

  Chapter 3 Chief Experts

Article 10
Chief Experts for skills categories of National Skills Competitions and National Skills Competitions for the Physically Challenged shall be selected by the central competent authority.
Article 11
The duties of the chief experts for National Skills Competitions are as follows:
1.Preparation of tests projects for WorldSkills Competition, Simulation Competitions and International Skills Competition etc.
2.Participating in the compiling and directing of the training plans for the participants of the WorldSkills Competition.
3.Recommendation of expert assistants and technical advisors.
4.Arranging the experts to evaluate the scores of participants for skills competitions and participating in the scoring whenever necessary.
5.Assisting with the borrowing of equipment and devices for the competition sites and the training organizations of the participants.
6.Assisting with the providing of training materials, equipment, as well as costs of living from the sponsor for the participants of WorldSkills Competitions.
7.Attending various meetings held by the central competent authority and the ROC Committee of WorldSkills Competitions.
8.Reviewing the scores of participants of various skills categories of National Skills Competition and making the proposal of advantages and disadvantages for reference.
9.Acting as commissioner of the ROC Technical Committee of the WorldSkills Competition and also as the Chief Experts for the country in the WorldSkills Competition.
Article 12
The chief experts for the WorldSkills Competition shall possess the qualifications as follows:
1. Basic conditions:
(1) Mentally and physically healthy, noble and upright.
(2) With quality of specialty and management.
(3) With spirit of cooperation, service passion and high sense of honor.
(4) The chief experts shall be familiar with one of the following languages: English, German, or French.
2. Professional qualifications, at least one of the following shall be met:
(1) Winning a medal in the WorldSkills Competition and having over 6 years of actual working experience in the skills category with excellent performance.
(2) Winning a medal in the National Skills Competition and having over 8 years of actual working experience in the skills category with excellent performance.
(3) Class A certified technician in the skills category having over 10 years of actual working experience in the skill category with excellent performance.
(4) Class B certified technician in the skills category having over 12 years of actual working experience in the skills category with excellent performance.
(5) Those with special accomplishment in this skills category and training participants for the WorldSkills Competition who have won more than 2 medals in the WorldSkills Competition or training participants for the National Skills Competition who have won more than 4 medals or training participants for Skills Competition for High Schools in Taiwan who have won more than 4 medals of the first 3 places.
(6) Acting as the Commissioner for formulating test projects or compiling vocational training courses standard for over 4 years
(7) Graduating from relevant department in colleges or above and with over 12 years of relevant working experience with excellent performance.
Article 13
The chief experts of National Skills Competition for the Physically Challenged shall possess the qualifications as follows:
1.Formulating the test projects for National Skills Competition for the Physically Challenged, Stimulating Competition and Vocational Skills Competition of International Abilympic.
2.Participating in the compiling and directing of the training plans for the participants of Vocational Skills Competition of the International Abilympic.
3.Recommendation of experts for reference.
4.Arranging the experts to evaluate the scores of participants for skills competitions and participating in the scoring whenever necessary.
5.Assisting with the borrowing of equipment and devices for the competition sites for the training organization of the participants.
6.To assist with the providing of training materials and equipment, as well as costs of living of participants during the training period from sponsors for the participants of WorldSkills Competition.
7.Attending various meetings held by the central competent authority.
8.Reviewing the scores of participants of various skills categories of National Skills Competition for the Physically Challenged and making the proposal of advantages and disadvantages for reference.
9.Acting as commissioner of the ROC Technical Committee of the National Skills Competition for the Physically Challenged and also as the chief experts for the country in Vocational Skills Competition of the International Abilympic.
Article 14
Stipulations in Article 12 shall apply to the qualifications of the chief experts for the National Skills Competition for the Physically Challenged
Article 15
The tenure for the chief experts is 2 years and the post shall be reappointed upon expiry. The tenure for the experts shall be limited in accordance with the period of the competition.
In case the chief expert is absent, the chief expert shall appoint a substitute chief expert. In case the chief expert cannot do the appointment, the posy shall be designated by host organization.
Article 16
Experts for various skills categories of the National Skills Competition shall be recommended by the nominating unit of the participants.
Article 17
Experts for various skills categories of the National Skills Competition for the Physically Challenged shall be selected by the central competent authority.
Article 18
Duties for the experts of the National Skills Competition and the National Skills Competition for the Physically Challenged are as follows:
1.Accepting the arrangement of the chief expert to evaluate the scores of the participants of the Skills Competition.
2.During the Competition, assisting the chief expert to answer technical questions of the participants.
3.During the Competition, recording the advantages and disadvantages of the participants for the reference of the chief expert for suggestion or comment.
Article 19
Experts for the National Skills Competition recommended by the nominating organization shall meet the following qualifications:
1.Serving in the nominated organization for over 1 year and holding relevant service certificate.
2.College graduating or above with diploma.
3.Participating in the meetings, supervision and marking throughout the competition and can sufficiently cooperate with the chief expert to complete all matters about marking in the skills category.
Article 20
Should the total number of the chief expert and experts be less than 4, the central competent authority shall supplement the number by employment.
Article 21
Article 19 shall apply to the qualifications for experts of the National Skills Competition for the Physically Challenged.
Article 22
In principle, the total number of the chief expert and experts for any skills category in the National Skills Competition for the Physically Challenged shall be 3. Should the participants enrolled be too many, the number may be increased accordingly.
Article 23
Experts absent from the workshop held by the host unit before competition shall not participate in the marking.
Article 24
All experts shall follow the Competition Rules, which will be formulated by the central competent authority, while carrying out their duties.
Article 25
The nominating units of the National Skills Competition must bear the costs for the experts for the activities throughout the competition.
Article 26
Any expert violating any of the stipulations of the competition shall be treated under the assistance of the nominating unit.
Article 27
The chief experts shall recommend 1-3 assistants of chief expert and the technical advisors as required, who will be employed by the central competent authority during the competition.

  Chapter 4 Sources and limitations for the participants

Article 28
Sources and limitations for the participants of the National Skills Competition are as follows:
1.The first 6 places of each skills category in the regional skills competition of the year recommended by Taiwan Province Government whose scores are above 60.
2.The first 4 places of each skills category in the regional skills competition of the year recommended by Taipei City Government whose scores are above 60.
3.The first 3 places of relevant skills category in the skills competition nationwide senior high schools of the year recommended by the competent authority of education. However, in case there is 2 or more skill category that equivalent to 1 skill category in the National Skills Competition, 2 players for each of the 2 skills categories and 1 participant for each of the 3 skills categories shall be recommended.
4.Participants of various skills categories in the regional skills competition shall not apply to change the name of the nominating unit after being recommended.
5.If each team of the skill category of Mechatronics Integration consists of 2 participants, the participants shall be counted in teams when recommending, the participants shall not be the first 3 places in National Skills Competition, and once the team is enrolled, it cannot apply for changing the name.
6.Unless otherwise stipulated by the WorldSkills, the age of the participants shall not exceed 21.
Article 29
Participant with Identification Card for the Physically Challenged shall directly sign up at the host organization to participate in the National Skills Competition for the Physically Challenged. However, should be number of participants for each skills category exceeds the capacity of the competition site, a test shall be carried out first to select the qualified.
Article 30
All participants under the age of 21 getting the first 3 places in past National Skills Competitions who have not represented the country to participate in the same skills category of the WorldSkills may sign up for the Competition for Selecting Participants of National Team of the WorldSkills Competition. But the scores of the Competition for Selecting Participants shall not be recorded in the present competition.
Article 31
All participants getting the first 3 places in past National Skills Competitions for the Physically Challenged who have not represented the country to participate in the same skills category of the Vocational Skills Competition of the International Abilympics may sign up for the Competition for Selecting Participants of National Team of the Vocational Skills Competition of the International Abilympics. But the scores of the Competition for Selecting Participants shall not be recorded in the present competition.

  Chapter 5 Competition Rules

Article 32
To access the competition site, the participants shall try to be neatly and cleanly dressed, with the Participant Card worn on the pocket at the left upper part of the coat and the skills category code badge on the left arm.
Article 33
Participants fail to enter the site 15 minutes after the starting of the competition shall be deemed as disclaimer.
Article 34
When entering the competition site, the participants shall not carry any prefabricated parts, models, semi-finished products or any rulers, gauges or special tools relevant to the test projects, violators shall be scored zero.
Article 35
The participants shall get familiar with the devices or equipment allocated to them within the stimulated site and time and check the allocated materials.
Article 36
After entering the site, the participants shall be seated according to the work position allocated by ballot, and the examination shall be started after the experts unsealed the equipment and materials and announced the starting. In case there is any doubt after the examination, the participants shall immediately ask the chief expert for treatment, no objection shall be left afterwards.
Article 37
The participants shall not deliberately damage the facilities in the competition site.
Article 38
During the competition, the participants shall not talk with the expert separately. While when there is any question about the announcement, instruction of the expert or the test projects or lacking of pages, the participants shall raise their hands in the seat and after being approved, these questions and matters shall be answered or treated by 2 experts jointly, no objection shall be left afterwards.
Article 39
During the competition, any participants violating the competition rules shall be punished by deducting the score according to the actual situation after joint conformation of 2 experts.
Article 40
If any participant needs to leave the competition site during the competition, he or she shall get approval from the chief expert and shall be accompanied by the experts. The leave shall not exceed 10 minutes and the period of leave shall not be deducted.
Article 41
Upon expiry of the competition period, all participants shall stop operation.
Article 42
During the competition, the participants shall not talk with each other or use mobiles phones or interphones, any violators shall be punished by deducting score.
Article 43
The time spent during the competition for participants to manage their own equipment or tools shall not be deducted.
Article 44
Participants shall follow the direction of the chief expert in case of air raids, power cut or equipment failure during the competition.
Article 45
Should the competition be continued on the next day, the participants shall place the test projects, their own tools, semi-finished products and relevant documents, which will then be sealed by the experts and stored by the shop-supervisor of the site, at places designated by the host organization upon closing of the present day.
Article 46
Upon completion of the participants work, the chief expert and the shop-supervisor shall seal and number the products, and then deliver the tools, equipment and materials provided by the host organization to the shop-supervisor, after that, the participants can leave the site.

  Chapter 6 Treatment of disputes of the score

Article 47
In case there is any disputes about the score of the competition, the participants shall submit written documents specifying name of the skill category, name, birth date, gender, ID card number and address of the participant as well as the main content to the host organization within 1 hour after the awarding and closing ceremony.
Article 48
To treat the disputes about the score of the competition, the central competent authority or the host organization shall retain senior chief experts and scholars to form the Committee for Examining and Reviewing Technical Disputes.
Article 49
Upon receipt of the written documents about the dispute from the participants, the host organization shall submit the documents to the Committee for Examining and Reviewing Technical Dispute for treatment. And the Committee shall orally explain the results of the treatment, if there are further disputes, the party concerned shall be informed of the results of the treatment within 15 days.

  Chapter 7 Awarding

Article 50
In order to encourage the participation in the Skills Competition, all participants, chief experts, trainers, business entities, schools, organizations and relevant agencies with excellent performance or special contributions shall be awarded by the central competent authority.
Article 51
The host organization shall award medals, diplomas and scholarship or grand-in-aid to participants getting the first 3 places in the National Skills Competition or the National Skills Competition for the Physically Challenged. For skill categories belonging to demonstration skills categories, the scholarship or grand-in-aid shall be half. Any participants getting the score above 80 shall be granted a diploma.
Participants fail to attend the closing and awarding ceremony without reasonable excuses shall be deemed as disclaiming the scholarship or grand-in-aid stipulated in the previous paragraph.
Article 52
The central competent authority shall award participants getting the first 3 places in the WorldSkills Competition or the Vocational Skills Competition of the International Abilympics the scholarship or grand-in-aid and diploma.
The central competent authority shall award participants getting the awards of excellence in the competitions as stipulated above the diploma.
Article 53
Participants getting the first 3 places or the awards of excellence in the WorldSkills Competition or the Vocational Skills Competition of the International Abilympics shall apply for exemption of the field test if participating in the skills certification of the same skills category in 5 years.
Participants getting the score over 60 in the National Skills Competition or the National Skills Competition for the Physically Challenged shall apply for exemption of the field test if participating in class B or C of the skills certification of the same skills category in 3 years.
Article 54
The central competent authority shall award diploma and scholarship or grand-in-aid to participants getting the first 3 places in the WorldSkills Competition or the Vocational Skills Competition of the International Abilympics and relevant chief experts, major former trainers and trainers for the reinforcement trainings of the said participants of the national team as encouragement.
The major former trainers stipulated in the previous paragraph refer to those who have trained the participants qualified to be the participants of the national teams and representing the country to participate in various skills categories in the WorldSkills for a long period.
The trainers of reinforcement trainings for participants stipulated in the previous paragraph refer to those actually participating in the instruction and training of the participants who have been enrolled on the "Basic Data of the Trainer" and the "Reinforcement Training Plan" reported to the central competent authority.
Article 55
The scholarship or grand-in-aid for the chief expert, major former trainers and trainers for the reinforcement trainings of participants of the national team shall be allocated according to the following:
1.25% of the scholarship or grand-in-aid shall be awarded to the chief expert.
2.25% of the scholarship or grand-in-aid shall be awarded to the major former trainer(s), if there are 2 or more of them, the scholarship or grand-in-aid shall be equally shared.
3.50 % of the scholarship or grand-in-aid shall be awarded to trainers for the reinforcement trainings.
(1) If the said trainers are 2 or more, the scholarship or grand-in-aid shall be allocated according to the period of training in the "Reinforcement Training Plan" they participated in respectively.
(2) Any chief expert who is also listed as the trainer shall be awarded according to the period of training he or she participated in.
(3) If the chief expert and the trainers have reached an agreement for the allocation, which has been specified along with the Reinforcement Training Plan for the participant, the scholarship or grand-in-aid shall be allocated according to the agreement.
Article 56
The sum of the scholarship or grand-in-aid awarded to the participants, chief\expert, major former trainers and trainers for the reinforcement trainings of participants of the national team shall be defined by the central competent authority.
Article 57
The central competent authority shall award medals (diplomas) to the nominating units of participants getting the first 3 places in the National Skills Competition, the National Skills Competition for the Physically Challenged and the Vocational Skills Competition of the International Abilympic as encouragement.
Article 58
The central competent authority shall present the letter of appreciation to sponsors (units or individuals) contributing outlay, materials and equipment to the skills competitions.

  Chapter 8 Subsidiaries

Article 59
To hold the national competitions or international competitions, Federations of Trade Association, Federations of Trade Unions, Industrial Associations and Chambers of Commerce above provincial and city level as well as other juristic persons which have been approved by government shall apply for subsidies.
Article 60
Conditions for applying for subsidies are as follows:
1.In principle, the skills categories to be held in the competitions shall be those announced for skills certification or have already been held in skills competitions.
2.When holding international competitions, there shall be at lease 5 countries (regions) participating in the competition and the participants for each item shall not be less than 3.
3.When holding national competitions the personnel or teams participating in the competition shall include delegates of each municipal, county and city, and the participants for each item shall not be less than 3.
The skills categories of competitions in subparagraph 1 of the previous paragraph shall be held by items. But the items of competition shall be the same with the industry and occupational property of the applying organizations.
Article 61
Limitations for applying for subsidies are as follows:
1.The subsidy shall be provided to one organization for holding one international or national competition for one competition item each year.
2.The same applying organization can only get subsidy for holding one international or national competition per year.
Article 62
The applying organizations shall submit the application form for holding the skills competition, the skills competition plan, the budget table and benefits evaluation to the central competent authority for the application 45 days before the competition.
Article 63
The central competent authority shall carry out the subsidy for the national and international competitions according to the order of submission of the documents. However, the organizations whose documents are incomplete shall submit the supplementation and date of the completion of the documents shall be considered in the ordering.
Article 64
Organizations after approval of subsidy shall submit the certificate of expenses, handbook of thecompetition and list of the award winners etc. to the central competent authority to apply for the subsidy within 30 days after closing of the competition.
Article 65
Number of organizations to be subsidized every year and the standards of outlay shall be defined by the central competent authority.
Article 66
Host organizations holding the competitions according to the stipulations in Article 4 shall apply at the central competent authority for approving the qualified scores of their participants. After being approved, the participants may be exempted from field test when participating in Class C of skills certification of the same skills category within 3 years after the qualification certificate is issued.
The skills category applying for approval as stipulated in the previous paragraph shall be within the range of skills categories for the skills certification announced by the central competent authority.
Documents to be submitted and review standards relating to the application shall be formulated by the central competent authority.

  Chapter 9 Supplementary articles

Article 67
Format of the forms herein with shall be formulated by the central competent authority.
Article 68
These Regulations shall be put in force as of the date of promulgation.
