1. 2002.12.30 Rules For The Arrangement Of Infrastructure And Personnel Of The Shelter Factory For The Handicapped
Article 1
These measures are promulgated according to item 3 of Article 58
in the Handicapped Protection Law.
Article 2
The infrastructure of the shelter factory, shall take the special
needs required by the shelter workers into consideration, accordiing to the
operations and their contents, provide an obstacle-free environment.
Article 3
The rooms, equipment and machinery of the shelter factory, shall
abide by the relevant regulations of fire safety, also take lighting,
ventilation, cleaning and hygiene, among other conditions, into
consideration.
Article 4
The shelter factory shall recruit the following persons:
1.Supervisor: individual(s) in charge of the operation and product marketing
of the shelter factory.
2.According to the operation needs, the following professionals shall be
recruited:
(1) Case manager: individual(s) who provides case management and transfer.
(2) Employment assistant: individual(s) who provides counselling on
employment preparation, society adaptation.
(3) Technical assistant: individual(s) who provides reinforcement of skills and
training for the job.
Article 5
The shelter factory shall recruit the following persons, according
to the proportion of the number of workers in the shelter factory:
1.Supervisor: can be overlapped, if there are less than 50 persons.
2.Case manager: 1 for every 50 persons, for every additional 50 persons, add
one more; less than 50 persons, the position can be overlapped.
3.Employment counselor: 1 for every 6 workers.
4.Skill counselor: 1 for every 15 workers.
Article 6
The supervisor shall meet one of the following qualifications:
1.College and university graduate from social work, nursing, special education
or departments related to operation.
2.Graduate from high school (vocational school), with certificate Class C of
technician in operations, and has worked on employment services, vocational
training or benefits for the handicapped for over two years.
3.Graduate from high school (vocational school), has completed 240 hours of
professional training, has worked in operation related jobs, also has worked
for over two years in employment service institutions, vocational training
services or benefits services for the handicapped.
Article 7
Case manager shall meet one of the following qualifications:
1.Who possesses qualification as social work counselor, occupational therapist
or special education.
2.College or university graduate from social work, occupational therapy,
special education, counseling, rehabilitation or other related departments.
3.Not a graduate from the aforementioned departments in the previous item,
but has worked for over one year in the benefits services for the handicapped,
has completed 80 hours of professional training, or has worked less than one
year in benefits services for the handicapped, but has completed 160 hours
of professional training.
Article 8
The employment assistant shall meet one of the following
qualification for recruitment:
1.College or university graduate from employment relationship, social work,
occupational therapy, counseling, rehabilitation, nursing, special education
and related departments.  
2.Not a graduate from the aforementioned departments stated in the previous
item, but has worked over one year in counseling and related jobs, has also
completed 80 hours of professional training.
3.Graduate from high school (vocational school), has worked over one year in
counseling related jobs, also has completed 120 hours of professional
training.
4.Graduate from junior high school, has worked for over two years of
counseling related jobs, also has completed 160 hours of professional
training.
Article 9
The technical counselor shall meet one of the following
qualifications for recruitment:
1.Who possesses operation related certificate of technician Class C.
2.Who has worked over two years in operation related skills.
Article 10
The professional training referred in this rule, is planned and
carried out in stages, according to the physical and mental characteristics,
professional knowledge required by the job and the personnel’s professional
development. The contents and number of hours for the aforementioned
professional training are assigned separately by the central competent
authorities.
Article 11
These measures shall take effect on the day of promulgation.
